Hervé Lemahieu is Director of the Asian Power and Diplomacy Program at the Lowy Institute.

Hervé leads the research team for the Asia Power Index, a data-driven project launched by the Institute in 2018 and one of its flagship projects. Hervé was the architect of the project, authoring its methodology, and leads a program that seeks to understand and quantify shifts in the geo-economics, military balance, and diplomatic networks of Asia.

Hervé’s research interests are in the politics of Southeast Asia, the political economy of Myanmar, and politics and security in the Indo-Pacific region. He also co-chairs the annual track 1.5 Australia–France Strategic Dialogue. His commentary and analysis have appeared in a number of media outlets and publications, including the BBC, Bloomberg, CNN, Financial TimesForeign Policy, The Straits TimesSouth China Morning Post, and Nikkei Asian Review.

Hervé joined Lowy Institute from the London-based International Institute for Strategic Studies (IISS) where he was Research Associate for Political Economy and Security. In an earlier role at Oxford Analytica he specialised in the Mekong region and consulted on geopolitical, early warning and business policy issues for government, international organisations, and corporate clients.

Hervé has an MSc in Global Governance and Diplomacy from the University of Oxford, and an MA in International Relations and Modern History from the University of St Andrews.
